An engrossed bill establishing a separate election on Wallen's creek in Lee county, was read a third time; thereupon a clause by way of ryder thereto was submitted by Mr. M'PHERSON, which was twice read and forthwith engrossed and read a third time, and the bill and ryder was passed, and the title being amended on motion of Mr. BANKS, was as amended agreed to as follows: "An act establishing separate elections in the counties of Lee and Shenandoah."

A message was received from the senate by Mr. BAPTIST, who informed the house that the senate agreed to the amendment proposed by the house of delegates to the third amendment proposed by the senate to the bill, entitled "an act imposing taxes for the support of government," and receded from the residue of their amendments to said bill, to which the house of delegates disagreed.

No. 315. A bill to revive the Goose creek navigation company, was on motion of Mr. HARRISON of Loudoun ordered to be laid upon the table.

No. 315. A bill providing for the connection of the James river and Kanawha canal with the tidewater of James river at Richmond and for other purposes, was read the first and second times, amended on motion of Mr. NEWTON, and as amended ordered to be engrossed and read a third time.

THURSDAY, MARCH 18, 1847.

A communication was received from the senate by their clerk, which was read as follows:

The senate have passed the bills, entitled

IN SENATE, MARCH 17, 1847.

"An act concerning John Coke, late sergeant of the City of Williamsburg." (No. 148.) "An act authorizing the troop of cavalry attached to the 53d regiment in the county of Campbell, to make enlistments from either of the regiments in said county." (No. 224.)

"An act directing the Board of public works to pay Shadrach White's claim as contractor on the Price's turnpike and Cumberland gap road," (No. 151;) and

"An act concerning Thomas O. Brent, deputy for D. Cox, sheriff of Northumberland county." They have also passed the bills, entitled

"An act to amend an act concerning the administration of real assets," (No. 17;) and

(No. 292.)

"An act appropriating the public revenue," (No. 344,) with amendments, in which they request the concurrence of the house of delegates.

The amendment to the bill, entitled "an act to amend an act concerning the administration of real assets," being read, was on motion of Mr. Boсock disagreed to.

Ordered, That Mr. BocoсK inform the senate thereof.

The said amendments to the bill, entitled "an act appropriating the public revenue," being read, were severally agreed to, and it was ordered that the clerk inform the senate thereof.

On motion of Mr. STOVALL the committee of finance was discharged from the resolution relative to the claim of William Miles, and the same was ordered to be laid upon the table.

Mr. HAYMOND announced that the committee on trade and mechanic arts had no further occasion for a clerk, and that officer was accordingly.discharged.

Mr. CASTLEMAN, according to order, presented the following bill:

No. 357. A bill concerning Philip Smith, sheriff of Clarke county.

Mr. BANKS presented a petition of citizens of the county of Madison, asking for a survey of a route for a turnpike road from New Market in Shenandoah, through Page, and by Madison courthouse to Gordonsville in Orange county, and also for the incorporation of a company to construct said road on the joint stock principle, which was ordered to be laid upon the table.

A motion was made by Mr. BANKS that the house adopt the following resolution:

Resolved, That leave be given to bring in a bill for a survey of a route for a turnpike road from New Market in Shenandoah, through Page, and by Madison courthouse to Gordonsville in Orange county, and also for the in

corporation of a company to construct said road on the joint stock principle, and that said committee have leave to sit during the session of the house.

And the question being put thereupon was determined in the affirmative.

Ordered, That Messrs. Banks, M'Pherson, Yerby, Stickley and Freeman constitute said committee.

A motion was made by Mr. STOVALL that the house adopt the following resolution:

Resolved by the general assembly of Virginia, That the governor of this commonwealth be and he is hereby authorized to take measures for presenting and adjusting the claims of Virginia upon the government of the United States for advances made by this state in the organization of the first regiment of Virginia volunteers. And the question being put thereupon was determined in the affirmative.

Ordered, That the clerk communicate the same to the senate and request their concurrence.

Mr. STOVALL Submitted the following resolutions, which on motion of Mr. DORMAN were laid upon the table: Resolved, That in making the large appropriation for the extension of the James river and Kanawha canal the general assembly was impressed with the opinion that the money would be frugally expended in the execution of the work, without being applied to enlarging the salaries of the officers of the company.

Resolved, That this general assembly have learned with regret that the salary of the president of the James river and Kanawha company was raised from $2500 to $ 5000 on the 17th instant, and they hereby instruct the state proxies to take all proper measures to reduce the said salary to the sum of $2500 and to prevent the increase of the salary of any officer in said company.

On motion of Mr. LACY leave of absence was granted to Mr. HARPER for the remainder of the session.

On motion of Mr. WATTS the committee on the militia laws was discharged from the consideration of the resolutions for authorizing commissions to issue to the officers of a company of cavalry in the 172d regiment in the county of Halifax; and relative to the distribution of condemned arms to commandants of regiments; and from the petition of William Ayres, and the said resolutions and petition were ordered to be laid upon the table. On motion of Mr. ANDERSON the committee of propositions and grievances were instructed to bring in a bill for the enlargement of the powers of the trustees of the town of Farmville.

No. 314. An engrossed bill to provide for the construction of a dam and lock by the James river and Kanawha company at the town of Jefferson, was read a third time and passed. Ayes 50, noes 28.

A message was received from the senate by Mr. Woods who informed the house that the senate had passed the bill, entitled "an act providing for the construction of a turnpike road from the Lynchburg and Salem turnpike by Franklin courthouse to Jacksonville in Floyd county," with amendments, in which they request the concurrence of the house of delegates.

The said amendments being read were severally agreed to, and it was ordered that the clerk inform the senate thereof.

A motion was made by Mr. BANKS that the rule of the house be suspended for the purpose of reconsidering the vote rejecting an engrossed bill to incorporate the Berryville and Charlestown turnpike company, (No. 283,) and the question being put thereupon was determined in the affirmative. No. 328. A bill imposing penalties on brigadier generals for failing to return annual reports, was twice read, amended on motion of Mr. DORMAN, and as amended ordered to be laid upon the table on motion of Mr. LANIER.

On motion of Mr. HARRISON of Loudoun, Ordered, That leave be given to bring in a bill to amend the act, entitled "an act to extend the jurisdiction of the commonwealth of Virginia over the county of Alexandria," and that Messrs. Harrison of Loudoun, Leake, Stephenson, Holladay and Lee prepare and bring in the same.

On motion of Mr. MAYO, Resolved by the general assembly of Virginia, That Charles Dimmock, Elijah Brown, Edward S. Gay, Thomas H. Ellis, Joseph R. Anderson and Jesse Snead and such other persons as may subscribe to the same, have leave to erect under the superintendence of the said Charles Dimmock a chapel upon any vacant ground attached to the armory, to be used for religious and moral and literary purposes, removable at the pleasure of the legislature or the executive of state.

On motion of Mr. CARROLL, Resolved, That the original communication and accompanying documents presented by John Blair, making charges against the member from the counties of Grayson and Carroll be delivered to the said member upon his leaving a copy thereof on the files of this house.
