Long, to them referred, praying compensation for services rendered in reorganizing the 103d regiment of Virginia militia, and for superintending the elections and drilling the officers thereof, and have come to the following resolution thereupon: Resolved as the opinion of this committee, That the prayer of the said petition be rejected. The following reports of the committee of propositions and grievances were read, and on motions severally made by Messrs. STEPHENSON and HART, were ordered to be laid upon the table: The committee of propositions and grievances have, according to order, had under consideration the petition of sundry citizens of Ritchie county to them referred, praying the establishment of a new separate election to be called "the Goose creek precinct," on the Northwestern turnpike road, between the Bear run and Cow creek roads, on the property of John Harris in said county: Whereupon, Resolved as the opinion of this committee, That the prayer of said petitioners be rejected for insufficiency of notice, as required by the act regulating applications for separate elections. The committee of propositions and grievances have, according to order, had under consideration the petition of sundry citizens of the counties of Bath and Pendleton, with the documents accompanying the same, to them referred, praying that a new county may be formed within the boundary lines in said petition and notice described, with the seat of justice thereof upon the Staunton and Parkersburg turnpike road, at a point called "Bell's place:" Whereupon, Resolved as the opinion of this committee, That the prayer of said petitioners be rejected for defect of the pollbooks in not taking the vote, or opening polls at all the places for holding separate elections in the counties from which the new county is proposed to be formed, as well out of as within the proposed boundaries, as required by law. The following reports of the committee of privileges and elections were read and severally agreed to, viz: The committee of privileges and elections have, according to order, had under consideration the memorial of John Blair, preferring certain charges against John Carroll, the delegate returned to represent the district composed of the counties of Grayson and Carroll in the present house of delegates, agreed upon a report, and come to the following resolutions thereupon: Resolved, That there is no evidence to sustain any of the charges made in the memorial, and in the opinion of this committee they are unfounded. Resolved, That the committee ask to be discharged from the further consideration of said memorial. "Resolved, That the committee of privileges and elections be instructed to enquire into the expediency of requiring the sheriffs of the several counties in this commonwealth to furnish to the commissioners of elections in the several electoral districts, a list of insolvents for the preceding year, and that they report by bill or otherwise." The committee of privileges and elections have, according to order, had under consideration the foregoing resolution, and have come to the following resolution thereupon: Resolved as the opinion of this committee, That it is inexpedient further to legislate upon the subject referred aforesaid. The following reports of the committee of roads and internal navigation were read and agreed to, viz: The committee of roads and internal navigation have considered the several petitions referred to them from stockholders of the Valley turnpike company, praying that three proxies may be appointed to represent the stock of the commonwealth at meetings of the stockholders, and the committee have come to the following resolution thereupon: Resolved, That the prayer of said petitions be rejected. The committee of roads and internal navigation have considered the several petitions from citizens of Bath and Alleghany, praying an alteration of the law concerning slopes of milldams on the Cowpasture river, and the committee have come to the following resolution thereupon: Resolved, That the prayer of the petitions be rejected for want of the notice required by the 23d rule. The committee of roads and internal navigation have considered the memorial of the president and directors of the New Shenandoah company, praying the repeal of the 3d section of the act concerning that company, passed March the 11th, 1840, and the committee have come to the following resolution : Resolved, That the prayer of the said petition be rejected for want of the notice required by the 23d rule of the house. Mr. Bocock, from the committee of conference on the disagreement of the two houses upon the amendments proposed by the senate to the bill, entitled "an act to extend the jurisdiction of the commonwealth of Virginia over the county of Alexandria," presented a report, which on his motion was ordered to be laid upon the table. The following report of the joint committee on the treasurer's accounts was read, and ordered to be laid upon the table: The joint committee of the senate and house of delegates to examine the treasurer's accounts, have according to order, performed that duty, and beg leave to submit the following report: The committee compared the orders and warrants issued by the two auditors, for payments into and out of the treasury, with the entries of debits and credits on the treasurer's books, and found them to agree. The additions were also examined and found correct. Having done this, for the purpose of testing the balances, stated by the treasurer to be on hand in cash at the commencement of the current fiscal year, and on the morning of the 28th ult., (this last date being selected by the committee at their pleasure,) letters were addressed to each of the two auditors, asking from them statements, shewing according to their accounts, the balances which should be in the treasury; and to each of the presidents of the deposite banks, requesting to know the balances actually to the credit of the treasurer at those separate dates, and the information thus obtained, proves the treasurer's balances correct. Copies of these letters and answers, with accompanying statements, are herewith communicated, and make a part of this report. The annual report of the treasurer has already put the general assembly in possession of the true condition of the public finances on the 1st of October 1846, the commencement of the current fiscal year. On the 28th January 1847, the balances as shewn by the books of the treasurer and the statements of the first and second auditors are as follows, to wit: The statements furnished by the presidents of the deposite banks, shew that there was on deposite to the credit of the treasurer, on the morning of the 28th January 1847, say: These statements give an excess in bank in favour of the treasurer of $7615 53, which is owing to holders of the treasurer's checks obtained prior to the 28th, not having presented them at bank for payment before the morning of that day. In the account standing to the credit of the commonwealth, is included $299 65 of the Washington monument fund, and $257 39 belonging to the Cincinnati society. The said resolution was read as follows: Resolved, That a free conference be asked by the senate with the house of delegates on their disagreement to the amendments of the senate on the bill to extend the jurisdiction of the commonwealth of Virginia over the county of Alexandria. And the question being put thereupon was determined in the affirmative. Ordered, That the clerk inform the senate thereof. The SPEAKER deferred announcing the committee of conference until to-morrow.
