On motion of Mr. MORRIS, Resolved, That the committee of schools and colleges be instructed to enquire into the expediency of endowing at least one academic institution in such senatorial districts as shall not have received aid from the Literary fund heretofore.

On motion of Mr. GRESHAM, Resolved, That the committee of schools and colleges be instructed to enquire into the expediency of paying to Robert Hall of Richmond county the sum of forty-two dollars and fifty cents on account of the tuition of poor children for the year 1845.

Mr. Bocock, from the committee for courts of justice, presented the following bill, which on his motion was read the first and ordered to be read a second time, viz:

Mr. WATTS, from the committee on the militia laws, presented a report upon the resolution relating to the repeal of the act requiring brigadier generals to review the regiments in their respective brigades; and the following bills:

No. 328. A bill imposing penalties on brigadier generals for failing to return annual reports; and

No. 329. A bill to change the time of training of the officers of the militia, and of the regimental and battalion musters.

Mr. HARRISON of Loudoun, according to order, presented the following bill:

No. 330. A bill to incorporate a company for constructing a bridge at the Point of Rocks across the Potomac river.

An engrossed bill to amend an act concerning the administration of real assets, was taken up on motion of Mr. HORNER; thereupon the rule of the house was suspended, and the vote ordering said bill to be engrossed was reconsidered; a motion was then made by Mr. HORNER to amend the same, and it was determined in the negative, and then the said bill was again ordered to be engrossed and read a third time.

The title of this bill was amended on motion of Mr. WATTS, by adding thereto the following: "and providing for the general meetings of the school commissioners of Norfolk county," and as amended was agreed to.

No. 93. A bill to authorize a payment to be made by the school commissioners of Madison county to Joseph B. Webb a teacher in said county.

No. 94. A bill to incorporate the Virginia and New York steam packet company; and

No. 95. A bill changing the time of holding the May quarterly term of the county of Jefferson.

A bill to provide for cases in which the courts have failed to comply with the act of the 5th March 1846, amending the present primary school system, and for other purposes, with the substitute thereto proposed by the committee of schools and colleges, was taken up, and the said substitute having been amended on motions severally made, was on motion of Mr. BURWELL again ordered to be laid upon the table.

On motion of Mr. SCOTT, Resolved, That the committee for courts of justice enquire into the expediency of allowing to securities of commissioners of wrecks the same means of obtaining counter or additional security of their principals that executors and other fiduciaries now have.

On motion of Mr. MAYO, Resolved, That leave be given to bring in a bill to require the sergeant of the City of Richmond to hold a poll in April next at the ward election for councilmen, to ascertain the sense of the freeholders of said city on the question whether they will authorize the city council to become the security of the James river and Kanawha company to such guaranteed bond as is required by the act passed the first of March 1847, providing for the completion of the James river and Kanawha canal to the town of Buchanan.

The SPEAKER deferred announcing the committee to bring in said bill until to-morrow.

The SPEAKER laid before the house a letter of James Johnson, remonstrating against the passage of an act authorizing the construction of a bridge over the Potomac river at the Point of Rocks, which being read, on motion of Mr. WATTS was ordered to be laid upon the table.

Mr. BANKS, from the committee of propositions and grievances, presented reports upon the petitions of citizens of the county of Warren, for a separate election; and of citizens of Brooke county, also for a separate election; and the following bill:

No. 336. A bill regulating the fishing by foreigners in the waters of the Rappahannock river and its branches. Mr. STILLMAN, from the committee on enrolled bills, reported that said committee had examined sundry other bills and found them truly enrolled.

On motion of Mr. GOODSON, leave was granted to withdraw the petition of Eliza White, presented at the present session of the general assembly.

Mr. DANIEL announced to the house that the committees of privileges and elections and of claims having finished the business before them had no further occasion for a clerk, and that officer was ordered to be discharged from further attendance on said committees.

Mr. TATUM presented a petition of William Ayres, asking payment for two bugles furnished to a company of cavalry attached to the 18th regiment of Virginia militia in the county of Patrick, which was ordered to be referred to the committee on the militia laws.

Mr. LAYNE presented a petition of Orlando Griffith and Shepherd Gilleland, citizens of the county of Bath, asking to be attached to the county of Alleghany, which was ordered to be referred to the committee of propositions and grievances.

No. 56. A bill authorizing certain books to be furnished to the several colleges of the state was taken up on motion of Mr. BURWELL, read a second time, amended on his motion, and as amended ordered to be engrossed and read a third time.

A motion was made by Mr. HAYMOND that the rule of the house be suspended for the purpose of reconsidering the vote passing the engrossed bill changing the time of holding the circuit superior courts of the counties of Clarke and Hampshire, (No. 101,) and the question being put thereupon was determined in the negative.

The following report of the committee of privileges and elections was taken up on motion of Mr. TUNSTALL and read:

The committee of privileges and elections have, according to order, had under consideration a resolution instructing an enquiry "into the expediency of changing the time of holding the general elections of this commonwealth, and also into the propriety of changing the time of the meeting of the general assembly," and have come to the following resolution thereupon:

Resolved as the opinion of this committee, That it is inexpedient to legislate further upon the subjects referred by said resolution.

A motion was made by Mr. TUNSTALL to amend the same so as to reverse the decision of the committee, and then on motion of Mr. JONES of Gloucester, the farther consideration of said resolution and amendment was indefinitely postponed. Ayes 76, noes 33.
