By direction of His Excellency Hon. ANSON BURLINGAME, Envoy Extraordinary and Minister Plenipotentiary of the United States of America to China, the Treaties of Wánghia and Tientsin, with the Acts of Congress of 1848 and 1860 extending the laws of the United States over their citizens in China and elsewhere in Asia, the various decrees, regulations, and notifications based thereon issued by the Commissioners to China, together with the opinion of Mr. AttorneyGeneral Cushing, are, in order to render the same accessible to American citizens and to such others as may become parties to suits in the Consular Courts of the United States in China, hereby published for their information and guidance, the same having been carefully collated with the copies in the archives of the Legation. In addition to the above, and having reference to section first of the Act of June 22, 1860, the treaties between the United States and Japan, Lewchew, and Siam have been included in the collection.
