That on all Taxes which fhall become due and payable to the Treasurer of this State, from and after the Thirtieth Day of November, 1785, the Collec- Collectors of tors Fees therefor fhall be Six-pence on every Pound he fhall collect and pay in- taxes fees. to the Treafury, to be difcharged in the Manner provided by this Act, which fhall be paid or allowed by the Treasurer of this State, befides the Poft-mileage, as heretofore allowed.

And the levying Fees of every Collector of Taxes, which fhall become due and payable after the faid Thirtieth Day of November, 1785, fhall be One Their fees Shilling on every Tax not exceeding One Pound, and Six-pence on the Pound for levying, (befides the faid One Shilling which fhall be allowed upon every fuch Levy) on every Pound for which the Levy is made, which levying Fees may be discharged in the Manner before directed.

affembled, and by the Authority of the fame, That no Suit or Action, either in Law or Equity, fhall hereafter be brought or maintained against any Sheriff, gainst sheriffs, Sheriff's Deputy, Constable, or any other Perfon or Perfons whatsoever, for any &c. for ne Neglect or Default of fuch Sheriff, Sheriff's Deputy, or Conftable in their Of glect, to be fice and Duty, but within two Years next after the Right of Action fhall accrue; and that where the Right of Action hath already accrued, no Action fhall be brought or maintained as aforefaid, but within two Years from the rifing of this Affembly; any Law, Ulage, or Cuftom to the contrary notwithstanding.

Provided nevertheless, That Nothing in this A&t fhall extend to, or affect a Provife. ny Feme Covert, or Minor under the Age of Twenty-One Years, during the Time of their respective Disabilities; but that they may bring their Actions as aforesaid, at any Time within two Years next after the Removal of fueh Difabilities; any Thing in this Act notwithstanding.

An Act in Addition to a Law of this State, entitled, "An A& "for regulating Ferries."

E it enacted by the Governor, Council, and Representatives, in General Court Affembled, and by the authority of the jame, That the Owners of the feveferries to be fet ral Ferries within this State, fhall, by the First Day of December next, and in writing at from that Time forward, keep up and maintain on each Side the River where all ferryplaces fuch Ferry is kept, a Poft, with the feveral Fares allowed by Law for fuch Ferry, writ thereon in large Capitals, and place fuch Poft fo near the Place where the Paffengers enter the Boat used for fuch Ferry, that the fame, with the Writing thereon, fhall be open and vifible to fuch Paffengers. And if any Owner of Owners of any Ferry, fhall at any Time after the said Firft Day of De cember next, fail or neglect, for one Week, at any Time, to keep up or main, tain a Poft in Manner and Form aforefaid, thall forfeit and pay the Sum of Forty Shillings; the one Halt thereof to the Perfon or Perfons who fhall fue for the fame; and the other Half thereof to the Treasurer of the County wherein fuch Ferry is.

WHEREAS great Damage, Lojs, and Expence has been occafioned to the Owa ners of Mafts, Yards, and Spars floating down Connecticut River, by their being taken up, and towed into By-places.

Be it enaded by the Governor, Council, and Representatives, in General Cours which exceeds affembled, and by the Authority of the jame, That from and after the rifing of this Affembly, no Perfon or Perfons fhall ftop, take up, or interrupt any Maft, Yard, length, afloat or Spar, which exceeds forty Feet in Length, floating down Connecticut-River, within this State, above Middletown, unless authorized thereto by the Owner, except he or they carry the fame into the Cove at Wethersfield. And whoe ver fhall ftop, take up, or interruptany Mast, Yard, or Spar, contrary to this Act, shall be liable to double Damages that may accrue to the Owner of faid Maft, Yard, or Spar, to be by him recovered in any Court within this State proper to try the fame.

Be it enacted by the Governor, Council, and Representatives, in General Court affembled, and by the Authority of the jame, That the Select-men of the feveral Bridges and Towns through which the Stages charged with the Mails pafs, do immediately roads ufed by mend and repair the Bridges and Roads ufed by the Stages, and keep the fame in good Repair; And upon Complaint made to the County Court of any Neg- mails, to he lect in fuch County, fuch Court shall order necessary Repairs, and grant a War- repaired, &c. rant against the Select-men of the Town where fuch Neglect is found, to collect the Sums expended in Repairs from the Select-men of the Town or Towns fo neglecting.

An Act in Addition to, and Alteration of an Act, entitled, "An Act for providing, altering, regulating, and mending Highways."

WHEREAS it is found that the Penalties in said A♫ annexed, for negleɛting to work in the Highways, are found infufficient to enforce Obedience to jaid AB: Therefore,

Be it enacted by the Governor, Council, and Reprefentatives in General Court affembled, and by the Authority of the fame, That if any Perfon fhall refufe or neglect to work in the Highways, according to the Requifitions of faid Act, he Penalty for fhall forfeit for every Day's Neglect, viz. For a Perfon, the Sum of Three Shillings; and for a Man and Team, the Sum of Six Shillings; any Provifi- highways. neglecting to work in the on in faid A&t notwithstanding.

An A&t in Alteration of an A&t, entitled, " An Act for incorporating a Part of the Town of New-Haven,”

E it enacted by the Governor, Council, and Representatives, in General Court affembled, and by the Authority of the fame, That the City of New-Haven be, and they are hereby authorized and impowered to erect a Work-House within faid City, and to make fuch Bye-Laws as faid City thall judge neceffaThe city of ry; relative to the Perfons who may be committed to fuch Work-Houfe; re- authorized lative to the Manner of their being committed and confined therein; and re- to erect a lative to the well-ordering and governing laid Work-Houle, and keeping the work-house, Perfons, confined therein to Labour.

Provided nevertheless, That fuch Bye-Laws fhall be under the fame Regulations, and liable to be repealed in the fame Way and Manner as the Bye-Laws Provise. which faid City are already authorized to make and pass.

An Act in Addition to an Act, entitled, " An A&t for erecting " and continuing a Sign-Poft in each Town in this State.'

E it enacted by the Governor, Council, and Representatives, in General Court affembled, and by the Authority of the fame, That there fhall in future be erected in each located Society in this State, by the Committee of fuch Societies refpectively, and in fuch Situation as fuch Committee fhall judge mot convenient, a Sign-Pok, at the Coft of fuch Society, under the fame Penalties as is by Law provided againft Select-men for their Neglect to fet up and main tain Sign-Pofts in their feveral Towns, to be recovered of fuch Society Com. mittee, in the fame Way and Manner as is by Law provided against Select-men.

And be it further ena&ed, That Advertisements of Lands or Goods taken by Advertise- Execation or Diftrefs, for Rates and Taxes in fuch Societies respectively, shall ments of land be posted on the Sign-Poft of the Society where fuch Lands or Goods are taken, taken by ex- and fold thereat. And the faid Sign-Pofts fhall otherwise be improved for fiecution, &c.milar Purpotes and Ufes as Sign-Pofts in the feveral Towns in this State have to be pofted heretofore been improved according to Law.

Be it further enacted, That in fuch Societies as are made out of two or more Towns, the Conftables of fuch Towns fhall have the fame Power and Authority in the Matters aforefaid, where the said Sign-Posts shall be without the Limits of the Town to which they belong, as other Constables by Law have within their respective Districts; any Law, Ufage, or Cuftom to the contrary notwithstanding.

An Act for the better methodizing and Regulating the public Accounts, and for effecting a speedy Settlement of all outftanding Debts due to this State.

BE it enacted by the Governor, Council and Representatives, in General Court

to appoint a

affembled, and by the Authority of the fame, That there fhall be annually appointed by the General Aflembly a Comptroller of all public Accounts of Comptroller this State, and the faid Comptroller is hereby Authorized to appoint from Time authorized to Time as he shall find necessary, one Clerk or more to Afiit him in his said Clerk. Office, and Duty. And in Order that the faid Comptroller may be Enabled to Execute the Duties of his Office, he shall have free access to the public OffiMay have ces of the Treasurer the Secretary and the Pay Table, or any other public Offi- accefs to the ces or Records, with full Power to Examine all Books, Accounts, Documents or public Offi. other papers whatsoever, that respect, or have any Relation to his faid Office ces or Reand Truft, and may call for any Acts, and Refolutions, and also for such general or particular Abstracts or Statements of any and all public Accounts as he thall Judge neceffary in Order to Investigate their Situation. And it fhall be the Duty of the faid Comptroller from Time to Time diligently to Examine, and State the amount of all the public Debts, and Credits of this State with the United States, or with any public Offices, or other Individual or Community whatever.
