An Act in addition to an Act, entitled, an Act for directing
Lifters in their Office and Duty.

E it enacted by the Governor, Council and Representatives, in General Court affemblea and by the Authority of the fame, That the Lifters of the feveral Towns in this State, fhall make Return of the Lifts of their respective Towns to the General Assembly at their Seffions in October annually, on or before the fecond Tuesday after the Meeting of faid Affembly, under the Penalty in faid Act annexed to the Neglect of returning the Lift.

E it enacted by the Governor, Council and Reprefentatives, in General Court affembled, and by the Authority of the fame, That the Town of Berlin be included in, and Part of the County of Hartford.

An Act in alteration of a Law of this State, entitled, an A& for laying a Tax on Shipping, for repairing the LightHoufe near the Port of New-London.

E it enacted by the Governor, Council, and Representatives, in General Court affembled, and by the Authority of the fame, That the Taxes to be paid by coafts paid by coafting Veffels in purfuance of an Act, entitled, an Act for laying a ing Veffels. Tax on Shipping for repairing the Light-House near the Port of New-London, fhall be as follows after the 10th Day of July next, viz. for each and every Naval-Officer coafting Veffel of the Burthen of twenty Tons or more, the Sum of twelve Shillings, annually; and if of lefs Burthen than twenty Tons, the Sum of eight Shillings Lawful Money, annually; which Sums fhall be paid the firft Time fuch Veffel fhall clear out at any Naval-Office after faid tenth Day of July; and the Naval-Officer clearing out fuch Veffel fhall give a Certificate under his Hand and Seal of Office, of the Payment of the Tax imposed by this Act, to for one year. the Master of fuch coafting Veffel, and fuch Veffel fhall not be liable from the Date of fuch Certificate to pay any further Tax for the space of one Year, any thing in faid Act notwithstanding.

the State of CONNECTICUT, in AMERICA, holden at New-
Haven, (in faid State) on the fecond Thurfday of October,
Anno Domini, 1785.

An Act for erecting and establishing a new County.

E it enacted by the Governor, Council, and Representatives, in General Court Stafford, Bolton, Somers, Hebron, Willington, Union, and the Parish of El- Tolland lington, in Eaft-Windfor, be, and they are hereby constituted a County, by the Name of the County of TOLLAND.

And be it further enacted by the Authority aforefaid, That there fhall be an- Times for

Execution, as though this Act had not been made.

Provided nevertheless, That this Act, nor any Thing contained therein, fhall have any E., until a proper and fuitable Court-House and Goal, to be approved by this Affembly, fhall, by voluntary Subícription, or otherwise, without taxing faid County, be erected and provided in faid Town of Tolland.

E it enaded by the Governor, Council and Reprefentatives in General Court affembled, and by the Authority of the fume, That no Wear, or other Obto be created truction, shall be erected, fet, or continued in any Part of Pawcatuck-River, In Pawcatuck fividing the States of Connecticut and Rhode-Ifland, upon Penalty of Eight Pounds for erecting, or fetting the fame; and Four Pounds for every Twentyfour Hours any fuch Wear, or other Obftructions, fhall be continued in faid River,

Be it further enacted, That na Perfon or Perfons, Citizens of this State, be permitted to fet, or draw any Sein or Seins in faid Pawcatuck-River, from the to fih in faid Twentieth Day of March, to the first Day of June annually, excepting between Sun rifing on Monday Morning, and Sun rifing on Wednefday Morning in each Week, upon Penalty of Four Pounds for each and every Time fuch Sein fhall be fet or drawn, otherwife than as aforefaid. That in fetting and drawing any Sein as aforefad, at any Time from the faid Twentieth Day of March, to the Firit Day of June annually, no Perfon or Perfons thall be permitted to drive the Fith in faid River, by thrashing, beating, or in any other Way by Sounds, upon the Penalty of Two Pounds for each and every Offence.

Be it further exacled, That no Perfon or Perfons be permitted to fith in faid River, except on the Days aforefaid, and fuch other Days as thall be appointed by the State of Rhode-fland, for the Benefit of the Citizens of that State, except with Hooks and Lines, upon the Penalty of Forty Shillings for each and every Offence.

And to the End that the Fish may more freely pass to the various Sources of

Be it further enacted, That yearly, and every Year from the Twentieth Day of March to the First Day of June, there be a Paffage opened in the Mill-Dam below Pawcatuck-Bridge, and in all other Dams in faid River, Ten Feet in Length from the Middle of faid River wefterly. And the Owner or Owners, Occupier or Occupiers of any of the Dams aforefaid, who hail neglect or refufe to open a Paffage or Paffages aforefaid, on or before faid Twentieth Day of March annually, Thall forfeit the Sum of Four Pounds for every fuch Refufal or Neglect: And for every fucceeding Day's Refufal or Neglect to open a Paffage as aforesaid, from the faid Twentieth Day of March to the First Day of June, annually, the Offender or Offenders fhall forfeit the Sum of Forty Shillings. The one Half of all the Penalties impofed by this Act, thall be to him or them who fhall fue for, and profecute to Effect; and the other Half to a public Treafury, according to Law: But if the Profecutions are brought forward by informing Officers, the Whole of faid Penalties fhall be to the Ufe of the proper Treafury. And all informing Officers are directed to enquire after and due Prefentment make of all Breaches of this Act.

Be it further enacted, That no Suits in Law or Equity fhall be inftituted or maintained by the Citizens of this State against the Citizens of the State of Rhode Island, for, or on Account of the Disturbances, Riots, and Breaches of the Peace that have heretofore taken Place between them, relative to the Fishat ve to &c. ery in Pawcatuck-River: And all Suits that may have been instituted, as aforefaid, in the Matters aforefaid, fhall cease and determine.

An Act to prohibit the coining of Copper, without Permiffion first had and obtained of the General Affembly.

BE it enacted by the Governor, Council and Representatives, in General Court

No perfon to affembled, and by the Authority of the fame, That no Perfon whatever, coin copper fhall coin, or manufacture any Copper Coin of any Defcription or Size, without without per Permiffion firft had and obtained from the General Affembly, on Pain of forfeit- miffion, &c. ing for each Offence the Sum of One Hundred Pounds Lawful Money: Which on penalty of Forfeiture shall be, if fued for by a private Perfon, one Moiety thereof to the Ufe of the Perfon profecuting to Effect, and the other Moiety thereof to the Treasurer of this State, to and for the Ule of this State; and fhall be recoverable by Action of Debt, or Information before any Court proper to try the fame.

BE it enacted by the Governor, Council, and Representatives, in General Court affembled, and by the Authority of the jame, That from and after the Thirtieth After the 30th Day of November, 1785, no Interesft shall be computed upon any Tax granted Nov. 1785, no intereft to be by this State, and payable before that Time; but that from and after that Pe. computed on riod, all fuch Intereft fhall ceafe and determine: And the Treasurer of this any tax State, and all Collectors of Taxes due to him, are hereby directed to govern themselves accordingly. That no Intereft fhall be exacted or required on any Tax which is or fhall be made payable to the Treasurer of this State, from and after the faid Thirtieth Day of November, 1785; any Law, Ulage, or Cuftom to the contrary notwithstanding.
