REPORT by the CHAIRMAN of COMMITTEES of the HOUSE of LORDS and the CHAIRMAN of WAYS and MEANS in the HOUSE of COMMONS under Section 2 of the PRIVATE LEGISLATION PROCEDURE (SCOTLAND) ACT, 1899.

REPORT by the CHAIRMAN of COMMITTEES of the HOUSE of LORDS and the CHAIRMAN of WAYS and MEANS in the HOUSE of COMMONS under Section 2 of the PRIVATE LEGISLATION PROCEDURE (SCOTLAND) ACT, 1899.

WE have taken into consideration the several Draft Provisional Orders for which Petitions, in accordance with the provisions of the said Act and the General Orders thereunder, were presented to the Secretary for Scotland on or before the 17th December 1906, and we hereby report as follows:

WE are of opinion

1. That, having regard to Section 16 (2) of the Private Legislation Procedure (Scotland) Act, 1899, the provisions of—

The Electric Supply Corporation Order,

Part II. of the Aberdeen Corporation Order, and
Clause 65 of the Dundee Corporation Order,

ought not to be dealt with by Provisional Order under that Act.

2. That the provisions of-

The General Accident Fire and Life Assurance Corporation, Limited, Order,

The Royal Bank of Scotland Order, and

Clause 34 of the Leith Harbour and Docks Order,

are of such a character that they ought to be dealt with by Private Bill and not by Provisional Order.

3. That-

The Buckhaven Dock Order,

The Glasgow Corporation Order, and

The Renfrewshire Upper District (Eastwood and Mearns)
Water Order

raise such questions of policy and principle that they ought to be dealt with by Private Bill and not by Provisional Order.

4. That, save as aforesaid, the Draft Provisional Orders be allowed to proceed, subject to such recommendations as we may hereafter make with respect to the several Orders.
