A study of the actual methods by which the affairs of government are conducted gives constant interest to the work, and consequently the practical side has been emphasized. Many problems besides those presented in the supplementary questions may be worked out from the official reports. Scarcely a month passes without the appearance in the more noted magazines of articles on phases of governmental activity which have permanent value. No attempt has been made to give references to all of this material which has appeared during the past ten years. The ability of the reader has been kept constantly in mind and the intention has been to refer only to such articles as would be of value to students in high schools, academies, and normal schools. We are under especial obligation to some of our friends for their critical reading of certain chapters of the manuscript. Among others whose aid we thus desire to acknowledge are: S. E.
