HOUSE MESSAGE.

Mr. President:

The House of Representatives has passed bills with the following titles, in the passage of which it asks the concurrence of the Senate:

An act to enable the city of Portsmouth to abate a public nuisance and to construct a highway in said city.

An act relating to the salary of the solicitor of the county of Hillsborough.

The House of Representatives concurs with the Honorable Senate in the passage of the following entitled bills, sent down from the Honorable Senate:

An act amending certain of the Public Statutes relating to fish and game.

An act to change the name of the Weston & Hill Company. The following entitled bills, sent up from the House of Representatives, were severally read a first and second time and referred,

To the Committee on Judiciary:

An act to enable the city of Portsmouth to abate a public nuisance and to construct a highway in said city.

To the Committee on Revision of Laws:

An act relating to the salary of the solicitor of the county of Hillsborough.

On motion of Senator Welch, a recess of fifteen minutes was taken.

The Senate having assembled, the following report from the Committee on Engrossed Bills was read and accepted:

The Committee on Engrossed Bills have examined bills with the following titles and found them correctly engrossed:

An act to legalize a vote passed by the town of Holderness, exempting certain property of John S. Davison from taxation.

An act to authorize the city of Manchester to appropriate a sum of money not exceeding six hundred dollars for the preparation and publication of the proceedings of its semicentennial celebration.

An act to change the name of the Weston & Hill Co.

Senator Graves, for the Committee on Revision of Laws, to whom was referred "An act in amendment of section 28 of chapter 201 of the Public Statutes, relating to proceedings in insolvency," reported the same with the resolution:-that the bill ought to pass.

The report was accepted and the bill laid on the table to be printed under the rule.

On motion of Senator Richards, the Senate adjourned.

AFTERNOON.

Senator Cheney, for the Committee on Incorporations, to whom was referred "An act in amendment of chapter 288 of the Laws of 1891, incorporating the Mascoma Light, Heat, and Power Company," reported the same with the resolution: -that the bill ought to pass.

The report was accepted and the bill ordered to a third reading tomorrow morning at 11 o'clock.

Senator Cheney, for the Committee on Judiciary, to whom was referred "An act to authorize towns and cities to act as trustee of cemetery funds in certain cases," reported the same with the resolution:-that the bill ought to pass.

The report was accepted and the bill laid on the table to be printed under the rule.

Senator Howard, for the Committee on Judiciary, reported a bill entitled "An act for the discontinuance of the public highway in a portion of the Merrimack river, in the city of Manchester."

The bill was read a first and second time and referred to the Committee on Judiciary.

Senator Hastings, for the Committee on Incorporations, reported a bill entitled "An act to incorporate the Colebrook Water Company," reported the same with the resolution:that the bill ought to pass.

The report was accepted and the bill read a first and second time and ordered to a third reading tomorrow morning at 11 o'clock.

Senator Welch, under suspension of the rules, sixteen Senators having actually voted in favor thereof, introduced a bill entitled "An act to amend section 1, chapter 81, Laws of 1895," which was read a first and second time and referred to the Committee on Revision of Laws.

LEAVE OF ABSENCE.

Senator Liscom was granted leave of absence until Tuesday next.

Senator Kennett moved that the rules be so far suspended that all bills in order for a third reading tomorrow morning at 11 o'clock be in order for a third reading and passage at the present time.

The motion prevailed and the following entitled Senate bills were severally read a third time, passed, and sent to the House of Representatives for concurrence:

An act in amendment of chapter 288 of the Laws of 1891, incorporating the Mascoma Light, Heat, and Power Company. An act to incorporate the Colebrook Water Company.

No objection being offered, the President ordered a recess of fifteen minutes.

The Senate having reassembled, Senator Welch, for the Committee on Revision of Laws, to whom was referred "An act relating to the salary of the solicitor of the county of Hills

borough," reported the same with the resolution:-that the bill ought to pass.

The report was accepted, the resolution adopted, and the bill ordered to a third reading tomorrow morning at 11 o'clock.

On motion of Senator Graves, the Senate adjourned.

THURSDAY, FEBRUARY 4, 1897.

The Senate met according to adjournment.

The journal was read and approved.

The following message was received from the House of Representatives by its clerk:

HOUSE MESSAGE.

Mr. President:

The House of Representatives has adopted the following concurrent resolution, in the adoption of which it asks the concurrence of the Honorable Senate:

We watch with deep and abiding interest the heroic battle of the Cuban patriots against oppression, and our best hopes go out for the full success of their determined contest for liberty.

We believe that the government of the United States should actively use its influence and good offices to restore peace and give independence to the island.

On motion of Senator Scott, the foregoing resolution was laid on the table.

Senator Buxton, for the Committee on Judiciary, to whom was referred "An act in amendment of chapter 231, Session Laws of 1893, entitled An act to authorize the Meredith village Fire District to establish water-works," reported the same with the following amendment and recommended its passage:

Amend by striking out the word "forty-five," and insert the word "fifty," wherever they occur in said bill.

The report was accepted, the amendment adopted, and the bill laid on the table to be printed under the rule.

Senator Howard, for the Committee on Judiciary, to whom was referred "An act in amendment of chapter 14 of the Laws of 1893, relating to the settlement of estates by executors, administrators, and assignees," reported the same with the resolution: that the bill ought to pass.

The report was accepted and the bill laid on the table to be printed under the rule.

On motion of Senator Buxton, the following entitled bill was taken from the table and, under a suspension of the rules, read a third time, passed, and sent to the House of Representatives for concurrence in the Senate amendments:

An act in amendment of chapter 231, Session Laws of 1893, entitled "An act to authorize the Meredith Village Fire District to establish water-works."

The following entitled bill was taken up and, on motion of Senator Scott, laid upon the table:

An act relating to the salary of the solicitor of the county of Hillsborough.

The following entitled bill, having been printed, was taken from the table and ordered to a third reading this afternoon at 3 o'clock:

An act to authorize towns and cities to act as trustee of cemetery funds in certain cases.

Senator Cheney offered the following concurrent resolution:

WHEREAS, There is pending before the Senate of the United States a treaty between the United States of America and Great Britain, for the arbitration of matters in difference between the two countries;
