il Sovrano Protettore di decidere, se oltre al detto Passo, sia necessario, che vengan pure muniti del Passo dell'Ammiragliato della Grande Brettagna nel Mediterraneo.

SEZIONE V.-Della Sanità. ART. I. Stante che lo Stetto Protettore e lo Stato Protetto hanno uguale diritto ed inteteresse nel grande oggetto della preservazione della salute pubblica, viene quì dichiarato: che la direzione della Sanità per tutti gli Stati Uniti delle Isole Jonie è devoluta a Sua Eccellenza il Lord Alto Commissionario del Sovrano Protettore, il quale regolerà, a norma delle discipline Sanitarie, le relative contumacie da farsi in ogni caso, dandone le dovute notizie, fisserà il numero degli Uffiziali da essere impiegati, e nominerà in ogn'Isola il Capo dell'Uffizio di Sanità, che potrà essere Suddito Britannico o Jonio; ma qualunque altra nomina su questo proposito, sarà soggetta all'approvazione del Prestantissimo Senato; e per quanto riguarda il numero di altri Agenti del detto Uffizio, ed il loro stipendio, ciò verrà preso in considerazione dall' Assemblea Legislativa, come fu già esposto riguardo alla Lista Civile.

II. L'Uffizio della Posta in ogn' Isola sarà d'ora innanzi considerato come parte integrante dell'Uffizio di Sanità.

SEZIONE VI.-Della Bandiera, e degli Stemmi Nazionali.

ART. I. La Bandiera Commerciale della Nazione degli Stati Uniti

SECTION V. Of the Sanità.

ART. I. Whereas the Protecting and Protected State have an equal right and interest in the great object of the preservation of the public health; it is hereby declared that the controul of the Sanità, throughout the United States of the Ionian Islands, shall be vested in the hands of His Excellency the Lord High Commissioner of the Protecting Sovereign; who shall regulate, according to the rules of Sanità, the relative Quarantines to be performed in all instances, giving due notice of the same, shall fix the number of Officers to be employed, and name in each Island the Heads of the Office of Sanità, they being either British or Ionian Subjects: but all other Appointments made upon this head, shall be subject to the approbation of the Senate, and, as far as relates to numbers and amount of Salary, to the consideration of the Legislative Assembly, as hereinbefore stated with regard to the Civil List.

II. The Post-Office in each Island shall hereafter be considered as an integral part of the Sanità.

SECTION VI.-Of the National Colours, and Armorial Bearings.

ART. I. The National Commercial Flag of the United States of

III. Le Armi, o gli Stemmi degli Stati Uniti delle Isole Jonie consisteranno d'ora innanzi nelle Armi Britanniche nel centro, circondate dalle Armi di ciascuna delle Isole componenti i detti Stati.

II. On usual Days, the British Colours shall be hoisted on all the Forts within the United States of the Ionian Islands; but a Standard shall be made, to be hoisted on Days of public rejoicing and festivity, according to the model of the Armorial Bearings of the said States.

III. The Arms or Armorial Bearings of the United States of the Ionian Islands, shall hereafter consist of the British Arms in the centre, surrounded by the Arms of each of the Islands composing the said States.

IV. The Armorial Bearings of each of the Islands shall consist of the individual Arms of the Island, and of such emblem, denoting the Sovereign Protection, as may be deemed advisable.

SECTION VII.-General Clauses.

ART. I. It is reserved to His Excellency the Lord High Commissioner of the Protecting Sovereign, to have the power, by Message to the Legislative Assembly, to call the attention of Parliament to any point or points which may hereafter appear to have been omitted or neglected in the present Constitutional Charter, and, on receiving such Message, the Legislative Assembly shall decree itself to be sitting under this Clause,

II. Siccome vi potrebbero essere molti casi ai quali non si è particolarmente provveduto nella presente Carta Costituzionale, in simili occasioni si avrà ricorso per analogia alla Carta stessa; ed i principii e le regole generali già esposte in un caso si dovranno sempre considerare applicabili in tutti i casi di tal natura, che amettono simile applicazione, quantunque un tal caso non venisse particolarmente specificato nella Carta Costituzionale medesima.

III. Nei casi di qualunque transazione marittima, e nella riscossione dei Dazii, spetterà alle Autorità competenti d'impiegare dei Sudditi Britannici o Jonii.

IV. Vi sarà un Uffizio Generale di Stamperia negli Stati Uniti delle Isole Jonie, il quale verrà stabilito nella sede permanente del Governo stesso, e la stampa sarà collocata sotto l'immediata direzione del Prestantissimo Senato, e di Sua Eccellenza il Lord Alto Commissionario di Sua Maestà il Sovrano Protettore, e sotto l'immediata sorveglianza del Segretario del Prestantissimo Senato pel Dipartimento

III. In the instance of all Maritime Transactions, and the Collection of the Customs, it shall be competent for the proper Authorities to employ either British or Ionian Subjects.

IV. There shall be a General Printing-Office in the United States of the Ionian Islands, which shall be established at the permanent Seat of the Government thereof; and the Press shall be placed under the immediate controul of the Senate, and of His Excellency the Lord High Commissioner of the Protecting Sovereign, and under the superintendence of the Secretary of the General Department of the

V. Una Legge speciale stabilirà i termini, il tempo, ed il modo per la naturalizzazione dei Sudditi esteri in questi Stati; ma i Sudditi di Sua Maestà il Sovrano Protettore, avranno in ogni caso il diritto di naturalizzazione, alla metà del tempo richiesto per quelli di qualunque altra Potenza Estera; ed un Suddito della Potenza Protettrice o di qualunque altra Potenza Estera, può essere ad un tratto naturalizzato per mezzo di un apposito Bill, senza riguardo a verun periodo fisso di residenza in questi Stati, ciocchè verrà spiegato nella medesima Legge.

VI. Sua Eccellenza il Lord Alto Commissionario di Sua Maestà il Sovrano Protettore, indipendentemente a tutti gli altri poteri di già al medesimo devoluti, avrà il diritto d'intervenire nelle Sedute dell' Assemblea Legislativa, o in quelle del Senato, qualora lo riputasse conveniente.

VII. Malgrado ai provvedimenti contenuti nella Ima Sezione di questo Capitolo, relativamente al modo generale di procedere nei casi di prevaricazione di Uffizio, il potere di sospendere e di dimettere i Sudditi Britannici dai loro posti, è esclusivamente riservato a Sua Eccellenza il Lord Alto Commissionario di Sua Maestà il Sovrano Protettore. V. A specific Law shall settle the terms, time and mode, for the naturalization of Foreign Subjects in these States; but the Subjects of the Protecting Power shall in all instances be entitled to naturalization, in half the time that is required for those of any Foreign Power; and a Subject of the Protecting Power, or of any other Power, may be at once naturalized by a Bill to that effect, without reference to any fixed time of residence in these States, which shall be laid down in the Law itself.

VI. His Excellency the Lord High Commissioner of the Protecting Sovereign, independent of all other powers already vested in him, shall possess the right of being present at the Sittings of the Legislative Assembly, or of the Senate, whenever he shall deem it fitting or necessary.

VII. Notwithstanding the provisions made in the 1st Section of the present Chapter, relative to the general mode of proceeding in all instances of malversation in Office; the power of suspension or dismissal, so far as relates to British Subjects, rests with and is reserved to His Excellency the Lord High Commissioner of the Protecting Sovereign, exclusively. Simili Rappresentazioni, o Petizioni di qualsiasi natura, si dovranno sempre trasmettere per mezzo di Sua Eccellenza il Lord Alto Commissionario di Sua Maestà il Sovrano Protettore, a cui si dovrà dare una copia esatta nell' epoca che si faranno tali Rappresentazioni, Petizioni, o Memorie.

IX. In caso di morte, di "necessaria assenza, o d'indisposizione di Sua Eccellenza il Lord Alto Commisssionario di Sua Maestà il Sovrano Protettore, la Persona, o le Persone, che verranno incaricate da Esso con sua autorizzazione firmata di suo pugno, e corroborata colle Armi del suo Suggello, eserciteranno l'Alto Incarico affidatogli dal Suo Sovrano, e verranno considerate pro tempore rivestite di tutta l'autorità, e poteri della stessa Persona di Sua Eccellenza il Lord Alto Commissionario di Sua Maestà il Sovrano Protettore di questi Stati.

X. Essendo che i Segretarj, ed altri Ministri si consideravano in certo modo per lo passato, avere qualche responsabilità di Uffizio, e potevano nelle varie loro situazioni agire, o rifiutarvisi, secondo che sti

The right of representation and petition, whether in Bodies or by Individuals, to the Protecting Sovereign, or His Ministers, shall be granted in the fullest manner to the Ionian People; but the Petitions of Individuals must be addressed to His Majesty's Secretary of State, and those of Bodies of Public Functionaries, may be directed to His Majesty through the medium of His Secretary of State; provided always such Representations or Petitions (of whatever nature they may be) shall be transmitted through the medium of His Excellency the Lord High Commissioner of the Protecting Sovereign, and a correct Copy of the same be sent to him, at the time any Representation, Memorial, or Petition, shall be transmitted.

IX. In the case of the death, necessary absence, or indisposition of His Excellency the Lord High Commissioner of the Protecting Sovereign, the Person or Persons charged by him, by Warrant under his Hand and Seal, with the execution of the high Functions confided to him by his Sovereign, shall be considered, pro tempore, as possessing all the powers and authorities vested in His Excellency the Lord High Commissioner of His Majesty the Sovereign Protector of these States.

X. Whereas it appears that heretofore the Secretaries and others considered themselves as having a certain responsibility attached to their Offices, and that they had a latitude of acting or not acting in
