• Grain is allowed to be imported from all parts for Home Consumption Free of Duty, when the Average Return of Prices from the Twelve Maritime Districts of England and Wales for Six Weeks preceding Feb. 15, May 15, Aug. 15, and Nov. 15, shall exceed as above; but, providing the Average within the First Six Weeks from either of the above Dates should decline below the Standard, the Importation is to cease from all Ports in Europe, within the Rivers Bidassuo and Eyder, but to continue for Three Months from all other parts.
