Mr. Colby from the committee on Elections to whom was referred the credentials of Levi Chamberlain, who has been elected a member of this House from the town of Fittzwilliam, to supply the vacancy occasioned by the removal of Joseph Brigham from this State, and the credentials of Samuel Burns, who has been elected a member of this House from the town of Rumney, to supply the vacancy occasioned by the resignation of the Hon. Edward Webber, made a report; whereupon,

Resolved, That Levi Chamberlain and Thomas Burns, have been legally elected and duly returned as representatives to this Legislature, and entitled to their seats in this House.

Mr. Murray from the committee on unfinished business made a further report; whereupon,

Resolved, That the bill entitled An act for forming, arranging and regulating the militia be referred to the committee on Military affairs.

Mr. Lang of Milan from the select committee consisting of the delegation from the County of Coos, who were directed to nominate two persons to constitute a part of the committee to receive the returns of inventories and report a new proportion for the assessment of public taxes, made a report, whereupon,

Resolved, That Messrs. Eastman and Boynton constitute a part of said committee.

On motion of Mr. Frost-

The House resumed the consideration of the report of the select committee consisting of the delegation of the county of Sullivan, who were directed to nominate three persons to constitute a part of the committee to receive the returns of the inventories and report a new proportion for the assessment of public taxes, which was read, whereupon,

Resolved, That Messrs. Perkins of Unity, Frost and Hall constitute a part of said committee.

Mr. Wilcox gave notice that he should to-morrow ask leave to introduce a bill entitled an act relating to mortgages and pledges of personal property and property subject to any lien created by law.

On motion of Mr. Greeley-

Resolved, That the committee on Agriculture and Manufactures be instructed to enquire into the expediency of so amending the law in relation to rams running at large, that all rams, or ram lambs, that may be suffered by their owners to run at large after the first

day of September, annually, shall be forfeited to him who may find them out of their owners' inclosure.

And then the House adjourned.

AFTERNOON.

The House proceeded to the order of the day on the bill entitled, An act for altering the times of holding a term of the Court of Common Pleas in the counties of Cheshire and Sullivan, and for altering the times of holding certain terms of the Court of Probate at Newport in the county of Sullivan.

Which was read a third time.

Resolved, That it pass and that its title be as aforesaid.

Ordered, That the Clerk request the concurrence of the Senate therein.

On motion of Mr. Buzzell

Resolved, That a committee be appointed, to be joined by the Senate to prepare some suitable place in which the Electors of President and Vice President of the United States may meet, and to inform them thereof.

Ordered, That Messrs. Buzzell, Albee and Chase of Poplin be the committee.

A message from the Senate by their Clerk-

"Mr. Speaker-The Senate have passed a bill entitled "An act to annex Winslow's Location to Piercy," in which they ask the concurrence of the House."

The House proceeded to the consideration of the bill which came down from the Senate entitled, An act to annex Winslow's Location to Piercy.

Which was read a first and second time.

Ordered, That it be referred to the committee on Bills on their second reading.

Mr. Aiken from the select committee consisting of the delegation from the county of Rockingham, who were directed to nominate six persons to constitute a part of the committee to report a new proportion for the assessment of public taxes by leave of the House made a report; whereupon,

Resolved, That Messrs. Waldron, Collins, Leavitt of NorthHampton, Lamprey, Graves of Brentwood and Batchelder of Hampstead, constitute a part of the committe to report a new proportion for the assesment of public taxes.

On motion of Mr. Kimball-

Resolved, That the committee on the State House be instructed to report what measures it will be necessary to take to secure the foundation of the State House against damages by water.

Ordered, That so much of said message with the accompanying papers as relates to insane persons be referred to the select committee to whom has been referred the same subject.

That so much of said message with the accompanying papers as relates to deaf and dumb persons be referred to the committee on Education.

A message from the Senate by their Clerk-

"Mr. Speaker-The Senate concur with the House of Representatives in the passage of a resolution appointing a committee to select some suitable place in which the Electors of President and Vice-President of the United States may meet, and have joined Mr. Knowlton."

The Speaker lay before the House the report of the select committee appointed during the last session to report on the petition of Enos Collins and others, that the two westerly ranges in Warren may be disannexed from Warren and annexed to Bradford. Which was read and accepted.

On motion of Mr. Nutter of Farmington,

That the House do now adjourn,

Mr. Goodrich of Portsmouth appeared and took his seat. Mr. Coues presented the petition of John W. Tucker for the alteration of his name.

Mr. M'Master presented the petition of Luke Vose for the alteration of his name.

Ordered, That they be referred to the committee on the alteration of names.

Mr. Dodge presented the remonstrance of Seth Clark and others against the alteration of the laws in relation to pedlers and hawkers.

Mr. Lang of Bath presented the petition of the inhabitants of Bath for a law to prevent fast riding and driving across a bridge in

said town.
