Mr. Stevens from the select committee consisting of the delegation of the county of Hillsborough who were directed to nominate five persons to serve the select committee appointed to receive the returns of inventories and report a new proportion for the assessment of direct taxes made a report,

Whereupon, Resolved, That Messrs. Colby of Weare, Whitte-more, Wheeler, Bruce and Gibson of Pelham, constituted the committee on the part of the county of Hillsborough to report a new proportion for the assessment of public taxes.

On motion of Mr. Colby of New-London,

Resolved, That it is expedient to make such alterations in the laws, that all rateable estates shall be appraised at their real value, and valued at one half of one per cent on making and assessing direct taxes, and that the committee on Agriculture and Manufactures be instructed to report a bill to that effect.

Mr. Chamberlain from the select committee appointed to take into consideration the Message of His Excellency the Governor, and to report the disposition of the several subjects embraced therein, made a report, whereupon,

Resolved, That so much of the Message of His Excellency the Governor, as relates to the returns of the number of deaf and dumb persons within the State, be referred to the committee on Education.

Ordered, That Messrs. Webster, Coues, Scates, Sanborn, Smith of Dublin, Tebbetts, Clement of Springfield, Barnes, Bachelder of Hampstead, and Harris, be the committee.

Resolved, That so much of said Message as relates to the three per cent stock, held by the State, and the money deposited for the redemption of the same, be referred to the committee on Finance.

That so much of said Message as relates to the alteration of the militia system, be referred to the committee on Military Affairs. That so much of said Message as relates to "certain new and dangerous opinions in regard to the respective powers of the General and State Governments" be referred to a select committee of

seven.

Ordered, That Messrs. Chamberlain, Putnam of Cornish, Eastman, Pike, Hale, Currier of Chester, and Greely be the committee. A Message from the Senate by their Clerk

"Mr. Speaker-The Senate have passed a bill entitled An act to incorprate the Portsmouth Iron Foundry Company in which they ask the concurrence of the House of Representatives."

The House proceeded to the consideration of the bill which came down from the Senate entitled, An act to incorporate the Portsmouth Iron Foundry Company,'

Mr. French from the select committee to which was referred the the bill entitled "An act for altering the times of holding a term of the Court of Common Pleas in the counties of Cheshire and Sullivan, and for altering the times of holding certain terms of the court of Probate at Newport in the county of Sullivan," reported the same in a new draft,

Which was read a first and second time.

Ordered, That it be read a third time to-morrow at 3 o'clock afternoon.

Mr. Burns from the Select committee consisting of the delegation from the county of Grafton, who were directed to nominate six persons to constitute a part of the select committee to receive the returns of inventories, and report a new proportion for the assessment of direct taxes, by leave of the House made a report; whereupon,

Resolved, That Messrs. Wilcox, Bridgman, Albee, Webster, Crosby and Wallace constitute a part of said committee.

And then the House adjourned.

AFTERNOON.

Mr. Harrington from the select committee consisting of the delegation from the county of Cheshire who were directed to nominate four persons to constitute a part of the committee to report a new proportion for the assessment of direct taxes, by leave of the House made a report; whereupon,

Resolved, That Messrs. Chamberlain, Wild, Wentworth of Alstead, and Fisk, constitute a part of the aforesaid committee. On motion of Mr. Colby of Weare

Resolved, That the Clerk be directed to procure five hundred printed copies of the inventories returned from the several towns in this State, to be printed in such manner as the committee appointed to receive and examine said inventories, and report a new proportion of public taxes shall direct, and lay the same before the House as soon as may be.

Mr. Harvey of Sutton, from the select committee consisting of the delegation from the county of Merrimack, who were directed to nominate four persons to constitute a part of the committee to report a new proportion for the assessment of public taxes, by leave of the House made a report, whereupon,

Resolved, That Messrs. Kimball, Putnam, of Fishersfield, Carroll and Woods, constitute a part of said committee.

And then the House adjourned.

WEDNESDAY, NOV. 28, 1832. Mr. Nutter presented the petition of Sally Tanner for the alteration of her name.

Mr. Clement of Sandbornton presented the petition of Jonathan Prescott for the alteration of his name, also

The petition of John Clark 3d for the alteration of his name. Mr. Taylor of Stoddard presented the petition of Job Brooks, Jr. for the alteration of his name.

Mr Ingalls of Rindge presented the petition of Amos Cutter, Jr. for the alteration of the name of an adopted child.

Ordered, That they be referred to the committee on the alteration of names.

Mr. Nesmith presented the petition of Alexander Reman and others for the incorporation of the Aquedocton Cotton Mill.

Ordered, That it be referred to the committee on Agriculture and Manufactures.

Mr. Kent of Concord presented the petition of Ebenezer Eastman and others, for a bridge near Sewall's Falls.

Mr. Lang of Milan, presented the remonstrance of Benjamin Smith and others, aginst the petition of William Lang and others for annexing Winslow's Location to Piercy,

Mr. Nesmith presented the remonstrance of Caleb Marston and others against the petition of the Selectmen of Andover, that their land may be severed from Andover and annexed to Franklin,

Mr. Clement of Sanbornton presented the petition of Samuel Tilton and others, inhabitants of the town of Sanbornton, that a part of the town of Franklin may be annexed to Sandbornton,

Mr. Harmon presented the petition of the Selectmen of North Effingham for the alteration of the name of said town.

Mr. Frost presented the petition of Calvin Benton and others, to prohibit teamsters from carrying over sixty hundred weight, at their own risk.

Mr. Wilson of Keene presented the petition of Charles M. Bussell and others, for the passage of a bill for the security of mechanics who construct buildings upon contract,

Mr. Murray presented the petition of Israel Chesley and others, that the passage of the petition of William Claggett and others may be granted.
