An act to authorize Registers of Probate to adjourn Courts of Probate in certain cases.

An act to alter the time of holding a term of the Court of Com mon Pleas in the county of Cheshire and Sullivan, and for altering the times of holding certain terms of the Court of Probate at Newport, in the county of Sullivan.

The Select committee appointed on the 22d day of June, 1832, to appraise the stock, tools &c., belonging to the New-Hampshire State Prison, and to make a thorough investigation into the affairs and condition of that institution, during the recess of the Leg isla ture, and to report thereon at the present session,

REPORT,

That they met at the State Prison on the 22nd of October last, and proceeded to the investigation of the subject committed to them, so far as was in their power from the best means of informa tion relative to the subject, which they were able to obtain.

A cursory view of the subject however, soon convinced them. that their knowledge and acquaintance with a large portion of the vast quantity and variety of property, in the several departments of the institution, was too limited to enable them to judge with any tolerable degree of accuracy of its quality or value.

To rely upon the opinions of those connected with the Institution, would be but to present a new edition of the former reports of the Warden, which the committee believed would not be complying with the reasonable expectations of the House, or of the public. They therefore, as the only means of obviating the diffi culty which presented itself to their inquiries, engaged experienced and skilful mechanics, who, from their local situations, were supposed to be beyond the reach of its influence, and free from any partiality or prejudice for or against the institution. The dif ficulty however of obtaining a stone mason at any reasonable distance from the place, compelled them to employ the overseer of that department, and to receive his opinion, which they did under the sanction of an oath..

Thus aided the committee proceeded to take an account of every species of property shown to them as belonging to the Prison, and they have the satisfaction to believe, that this estimate will not vary essentially from the truth.

The committee believe it not enough that they should merely show the present condition of that institution, but that a due regard to the interests of the public, and the character of the present Warden requires that its present condition should be contrasted with that in 1329, when he took charge of it. This view of the subject will show what improvements have been made in its financial concerns, under the administration of the present Warden, and enable the House to judge, to a certain extent, of the wisdom and prudence of his measures.

To present this report in the most plain, simple, and intelligible manner, the committee have given it the form of an account current

between the State Prison and the State of New-Hampshire, charg ing the institution with the amount of property on hand July, 1829, and debts owing from the prison at this time and crediting it with the property on hand, October, 1832, and debts due from the prison July, 1829, and since paid by the present Warden.Thus:
