Mr. Tuttle, from the committee on Military Accounts, to whom was referred the account of sales of harnesses at the Arsenal by the Commissary General, made a report, whereupon

Mr. Harvey, from the committee on Incorporations, to which was referred the bill entitled "An act to incorporate Pearson Cogswell and his associates by the name of the Gilmanton Manufacturing Company,"" reported the same in a new draft.

Resolved, That the rules of the House be so far suspended as to permit the bill to be read a third time at the present time.

Ordered,that the clerk request the concurrence of the Senate therein. Mr. Collins, from the committee on Finance, to whom was referred the resolution appropriating fifteen hundred dollars for the education of deaf and dumb children at the Asylum in Hartford, reported the same without amendment.

Ordered, That it be read a third time tomorrow at 3 o'clock after

noon.

Mr. Fenner, from the select joint committee appointed to wait upon Abner B. Kelly, and inform him of his election as Treasurer, and upon Ralph Metcalf, and inform him of his election as Secretary, and

Joseph Hill, and inform him of his election as Commissary General, and receive of them the usual bonds, reported that they have attended to that duty, and do herewith lay before the House the bonds of the Secretary, Treasurer and Commissary General.

Ordered, That the bond of the Treasurer be deposited with the Speaker of the House of Representatives, and the bonds of the Sécretary and Commissary General be deposited in the office of the Treasurer of this State.

By leave of the House, Mr. Nesmith introduced the following resolution.

Resolved by the Senate and House of Representatives in General Court convened, That Philip Carrigain be allowed the sum of thirty dollars in full of his account, and that said sum be paid out of the Treasury.

The rules of the House were so far suspended as to permit the resolution to be read a third time today at 3 o'clock afternoon.

Mr. French, from the committee on Engrossed Bills, reported that they have carefully examined bills with the following titles.

"An act to extend to the town of Newmarket the act establishing a system of police in the town of Portsmouth and for other purposes." "An act to incorporate the Union Manufacturing Company."

"An act to incorporate the Claremont Manufacturing Company." "An act in addition to an act to incorporate sundry persons by the name of the Rockingham Bank.”

"An act to provide for the compensation of the officers of the civil list."

"An act in addition to and in amendment of an act directing the returns of statements every year from the several incorporated banks in this State to His Excellency the Governor and Council."

"An act to sever certain lots and ranges of land from the town of Stratford and annex the same to the town of Piercy."

"An act in amendment of an act to establish a corporation by the name of the Hopkinton Academy."

"An act in addition to an act entitled an act to incorporate sundry persons by the name of the Piscataqua Bank," and find the same to be correctly engrossed.

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of repealing all the laws now in force in relation to the office and duties of tythingmen.

Resolved, That Thomas Laws of Washington, a member of this House, have leave of absence after to-day,and that the Clerk be directed to make up his pay roll accordingly.

By leave of the House, Mr. French, from the committee on Towns and Parishes, to whom was referred the petition of James Martin and others, made a report, whereupon

Resolved, That the further consideration of said petition be postponed to the first Tuesday of the next session of the legislature, then to be heard before the committee on Towns and Parishes; and the petitioners are required to give notice thereof to those concerned by causing a copy of the petition and this order thereon to be served on one at least of the selectmen of the towns of Pembroke and Epsom, at least six weeks prior to the next session of the legislature.

The House proceeded to the order of the day on the resolution authorizing the purchase of a tract of land adjoining the State Prison. Which was read a second time.

Ordered, That it be postponed to the next session of the legislature.

The Speaker laid before the House the following communication from the Treasurer of this State.

Pursuant to a resolution passed January 4, 1795, making it the duty of the Treasurer to report to the House of Representatives at the next session of the General Court immediately succeeding the time when any tax shall become payable, a particular statement of the deficiencies in payment of said tax, if any, and likewise the extents that have been issued, I respectfully submit to the House of Representatives a statement of the deficiencies in payment of the tax payable on the first day of December, A. D. 1831, and of the extents that have been issued for the collection thereof.

The following towns and places are deficient in the payment of said tax, to wit.

"Mr. Speaker-The Senate concur with the House of Representatives in the passage of a bill entitled "An act to alter the names of certain persons."

Also "An act in addition to an act entitled an act for laying out highways," with certain amendments in which they ask the concurrence of the House of Representatives.

They have passed a bill entitled "An act authorizing the sheriffs of the several counties in this State to remove prisoners in the county gaols in certain cases," in which they ask the concurrence of the House."

The House proceeded to the consideration of the amendment proposed by the Senate to the bil! entitled "An act to alter the names of certain persons."

Which amendment was read and adopted.

The House resumed the consideration of the report of the committee on Bills on their Second Reading, to whom was referred the bill entitled "An act making further provisions for paying damages assessed by laying out and making highways," together with the amendments reported by the committee, which were read and adopted. On the question, Shall the bill be read a third time ?

It was decided in the negative.

So the bill was rejected.
