Ordered, That said bill be considered on its second reading for the purpose of amendment.

Mr. Drown offered the following amendment, viz: Add to the bill the following section, to wit: Section 4. And be it further enacted, That the said Portsmouth Bleaching Company shall be considered a manufacturing company, and be liable to taxation as is prescribed by an act entitled "An act for establishing an equitable method for making taxes," passed July 7, 1827,
