IN CONVENTION.

On motion by Mr. Wentworth of the House of HepresentativesThe convention proceeded by ballot to the choice of a Treasurer, and Abner B. Kelly was elected.

On motion by Mr. Skinner of the House of Representatives-The convention proceeded by ballot to the choice of a Secretary o State, and Ralph Metcalf was elected.

On motion by Mr. Laws of the House of Representatives

The convention proceeded by ballot to the choice of a Commissary General, and Joseph Hill was elected.

On motion by Mr. Burns of the Senate

The convention rose and the Senate retnrned to their Chamber.

IN SENATE.

A message from the House of Representatives by their Clerk. "Mr. President-I am directed to bring to the Senate the report of the joint committee appointed to audit the accounts of the Treasurer of this State, which report has been accepted by the House of Representatives."

And he withdrew.

On motion by Mr. Burns—

The report was read, and is as follows, viz.

The joint committee appointed to audit the accounts of the Treasurer of the State having attended to that duty, report, That the Treasurer has exhibited to them, and they have carefully examined the following accounts from June 1, 1831, to June 1, 1832.

Mr. Farrington, from the committee on Incorporations, to whom was referred the bill entitled "An act to extend to the town of Newmarket the acts establishing a system of police in the town of Portsmouth, and for other purposes," reported the same without amendment,

On the question, Shall this bill be read a third time?

It was determined in the affirmative.

Mr. Burns, from the committee on Manufacturing Establishments, to whom was referred the bill entitled "An act to incorporate the Union Manufacturing Company," and the bill entitled "An act to incorporate the Claremont Manufacturing Company," reported the same without amendment.

A message from the House of Representatives by their Clerk. "Mr. President-The House of Representatives have passed ar

olution appointing Messrs. McMaster, Fenner and Brown of Hampton. Falls, with such as the Senate may join, a committee to wait on Abner B. Kelly, Esq. and inform him of his clection to the office of Treasurer of this State, and upon Ralph Metcalf, Esq. and inform him of his election to the office of Secretary of State, and upon Joseph Hill, Esq. and inform him of his election to the office of Commissary General, for the ensuing year; and, if they accept of their several offices, to receive of them the customary bonds, and lay them before the House; in which they request the concurrence of the Senate."

And he withdrew.

On motion by Mr. Williams

Resolved, That the Senate do concur in the appointment of a committee agreeably to said resolution.

Ordered, That Mr. Handerson be joined to said committee on the part of the Senate.

Ordered, That the Clerk notify the House of Representatives accordingly.

Mr. Williams, from the committee appointed to report a reference of the several subjects in the Governor's Message, reported—

That so much of said message as relates to the subject of the State Prison and imprisonment for debt, be referred to the committee on the Judiciary.

That so much as relates to the militia, be referred to the committee on Military Affairs.

That the subject of making further provision for the deaf and dumb, be referred to the committee on Schools and Seminaries of Learning. And that the subject of providing a hospital for the lunatic and insane, be referred to a select committee.

On motion by Mr. Knowlton

Resolved, That the Senate do concur in said report.

Ordered, That Messrs. Williams, Handerson, and Burns, be the committee on the subject of providing a hospital for the lunatic and in

A message from the House of Representatives by their Clerk. "Mr. President-The House of Representatives have passed the following resolution, viz.

Resolved by the Senate and House of Representatives in General Court convened, That the Message of His Excellency the Governor transmitting the statement of the commissioners of the Literary Fund, together with said statement, be placed upon the files in the Secretary's office."

And he withdrew.

The resolution last received from the House of Representatives was read.

Resolved, That the Senate do concur in the said resolution.

A Message from the House of Representatives by their Clerk. "Mr. President-The House of Representatives have passed the following bills and resolutions, viz.

A bill entitled "An act to incorporate a provident institution in the town of Newmarket to be called the Newmarket Savings Bank."

A bill entitled "An act to incorporate Ichabod Bartlett and others, and their associates, by the name of the Winnipiseogee Steam Boat Company."

A bill entitled "An act in addition to an act entitled an act to incorporate sundry persons by the name of the Rockingham Bank, approved Nov. 5, 1813." Also,

A resolution grauting one copy of the laws of this State and one of Carrigain's maps to the town of North Effingham.

In which bills and resolutions they request the concurrence of the Senate."

And he withdrew.

The resolution last received from the House of Representatives was read a first and second time, and is as follows:
