The weight of a cubic foot of distilled water at a temperature of 600 F. is 1,000 ounces Avoirdupois, very nearly, therefore the weight (in ounces, Avoirdupois) of a cubic foot of any of the substances in the above table is found by multiplying the specific gravities by 10, thus:-one cubic foot of oak weighs 1,170 ounces; one cubic foot of marble 2,700 ounces, and so on. *Compared with water.

THE CAPITOL AT WASHINGTON.

THE Capitol is situated in latitude 38° 53′ 20.4 north and longitude 77° 00′ 35/1.7 west from Greenwich. It fronts east, and stands on a plateau eighty eight feet above the level of the Potomac. The entire length of the building from north to south is seven hundred and fifty-one feet four inches, and its greatest dimension from east to west three hundred and fifty feet. The area covered by the building is 153, 112 square feet.

The dome of the original central building was constructed of wood, covered with copper. This was replaced in 1856 by the present structure of cast iron. It was completed in 1865. The entire weight of iron used is 8,909,200 pounds.

The dome is crowned by a bronze statue of Freedom, which is nineteen feet six inches high and weighs 14,985 pounds. It was modelled by Crawford. The height of the dome above the base line of the east front is two hundred and eighty-seven feet five inches. The height from the top of the balustrade of the building is two hundred and seventeen feet eleven inches. The greatest diameter at the base is one hundred and thirty-five feet five inches.

The rotunda is ninety-seven feet six inches in diameter, and its height from the floor to the top of the canopy is one hundred and eighty feet three inches.

The Senate Chamber is one hundred and thirteen feet three inches in length, by eighty feet three inches in width, and thirty-six feet in height. The galleries will accommodate one thousand persons. The Representatives' Hall is one hundred and thirty-nine feet in length, by ninety-three feet in width, and thirty-six feet in height.

The southeast corner-stone of the original building was laid September 18, 1793, by President Washington with Masonic ceremonies. The corner-stone of the extensions was laid July 4, 1851, by President Fillmore.

The room now occupied by the Supreme Court was, until 1859, occupied as the Senate Chamber. Previous to that time the court occupied the room immediately beneath, now used as a law library.

FOURSCORE and seven years ago our fathers brought forth upon this continent & new nation, conceived in liberty, and dedicated to the proposition that all men created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battlefield of that war. We are met to dedicate a portion of it as the final resting-place of those who It is altogether fitting and proper here gave their lives that that nation might live. that we should do this.

But in a larger sense we cannot dedicate, we cannot consecrate, we cannot hallow this ground. The brave men, living and dead, who struggled here have consecrated it The world will little note nor long remember far above our power to add or detract. what we say here, but it can never forget what they did here. It is for us, the living, rather to be dedicated here to the unfinished work that they have thus far so nobly carried on. It is rather for us to be here dedicated to the great task remaining before us; that from these honored dead we take increased devotion to the cause for which they here gave the last full measure of devotion; that we here highly resolve that the dead shall not have died in vain; that the nation shall, under God, have a new birth of freedom, and that government of the people, by the people, and for the people, shall not

perish from the earth.

WE, the people of the United States, in order to form a more perfect Union, establish Justice, insure domestic tranquillity, provide for the common defense, promote the gen eral welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this CONSTITUTION for the United States of America.

ARTICLE I.

SECTION I. All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

2. The Congress shall assemble at least once in every year, and such meeting shall be on the first Monday in December, unless they shall by law appoint a different day. SECTION V. 1. Each House shall be the judge of the elections, returns, and qualifications of its own members, and a majority of each shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members in such manner and under such penalties as each House may provide.

2. Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and with the concurrence of two-thirds expel a member.

3. Each House shall keep a journal of its proceedings, and from time to time publish the same, excepting anch parts as may in their judgment require secrecy; and the yeas and nays of the members of either House on any question shall, at the desire of one-fifth of those present, be entered on the journal.

2. No Senator or Representative shall, during the time for which he was elected, be appointed to any civil office under the authority of the United States which shall have been created, or the emoluments whereof shall have been i nereased during such time; and no person holding any office under the United States shall be a member of either House during his continuance in office.

SECTION VH. 1. All bills for raising revenue shall originate in the House of Representatives, but the Senate may propose or concur with amendments, as on other bills.

2. Every bill which shall have passed the House of Representatives and the Senate shall, before it become a Iaw, be presented to the President of the United States; if he approve, he shall sign it, but if not, he shall return it, with his objections, to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two-thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered; and if approved by two-thirds of that House it shall become a law. But in all such cases the votes of both Houses shall be determined by yeas and ways, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a law in like manner as if he had signed it, unless the Congress by their adjournment prevent its return; in which case it shall not be a law.

SECTION VIII. 1. The Congress shall have power:

To lay and collect taxes, duties, inposts, and excises, to pay the debts and provide for the common defence and general welfare of the United States; but all duties, imposts, and excises shall be uniform throughout the United States.

2. To borrow money on the credit of the United States.

3. To regulate commerce with foreign nations, and among the several States, and with the Indian tribes.

4. To establish an uniform rule of naturalization and uniform laws on the subject of bankruptcies throughout the United States.

5. To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and

measures.

6. To provide for the punishment of counterfeiting the securities and current coin of the United States.
7. To establish post-offices and post-roads.

8. To promote the progress of science and useful arts by securing for limited times to authors and inventors the exclusive rights to their respective writings and discoveries.

9. To constitute tribunals inferior to the Supreme Court.

10. To define and punish piracies and felonies committed on the high seas, and offences against the law of nations.

11. To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water.. 19. To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years.

13. To provide and maintain a navy.

14. To inake rules for the government and regulation of the land and naval forces.

15. To provide for calling forth the militia to execute the laws of the Union, suppress insurrections, and repel

invasions.

16. To provide for organizing, arming, and disciplining the militia, and for governing such part of them as may be employed in the service of the United States, reserving to the States respectively the appointment of the officers, and the authority of training the militia according to the discipline prescribed by Congress.

17. To exercise exclusive legislation in all cases whatsoever over such district (not exceeding ten miles square) as may, by cession of particular States and the acceptance of Congress, become the seat of Government of the United States, and to exercise like authority over all places purchased by the consent of the Legislature of the State in which the same shall be, for the erection of forts, magazines, arsenais, dry-docks, and other needful buildings. 18. To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the Government of the United States, or in any department or officer thereof. 2. The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or Invasion the public safety may require it.

3. No bill of attainder or ex post facto law shall be passed.

5. No tax or duty shall be laid on articles exported from any State.

SECTION I. 1. The Executive power shall be vested in a President of the United States of America. He shall er, in whom hold us office during the term of four years, and, together with the Vice-President, chosen for the same term, be vested. elected as follows: Electors.

Each State shall appoint, in such manner as the Legislature thereof may direct, a number of electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress; but no Senator or Representative or person holding an office of trust or profit under the United States shall be appointed an

4. The Congress may determine the time of choosing the electors and the day on which they shall give their votes, which day shall be the same throughout the United States.
